looks to me like a “chopper bike” tire.
That’s a 3" Kenda Flames. I know there are a few other tire similar to this one. They are pretty cool!

Indeed the tire is a Kenda Flame 24" x 3" It is a really fun tire for the type of riding I do around town on sidewalks or on hard pack gravel. Purchased from Unicycle.com The flame tread is fun too.
