No. Those are brake cable/hose holders. It looks like the plastic pieces are gone. Zip ties work to hold it in place. Images 3 and 4 near the bearing cap holders show the brake mount better. The “wavy” thing sticking off the fork.
Zip ties can be removed by inserting the tip of a knife or flathead screwdriver into the “biting” part. Let’s you reuse the ties if when you need to service your brake.

Ah, I know that guy! He was in our training group. He bought this one at the unicycle meet Ride The Blootz 2014 in Lübeck from @einradfuchs but never used it much since he quit unicycling 10 years ago or so.
