I am going the 29er way. I ordered a 29" tire through my LBS to save the $20 in shipping. After reading a recent 29er thread it occured to me that I didn’t order a tube. I didn’t even think about that.
So, will a tube that fits in a700 x 35c tire expand to seat in the 29er tire?
you really need to have a 29er tube in there.sure you can use a 700x35 tube but the section of tube on either side of the valve will not fully expand,this will leave a very noticeable dip in the side walls and soft spot in the tread.

You can theoretically run a 700x35c tube in a 29x2.1 (700x52) tire.
But I would advise against it for 3 reasons: One, it becomes really
hard to pump up the tire with a hand pump; you have to actually
inflate the tube, rather than just fill it with air. Two, you’re more
likely to pinch flat. And three, my 700x35 tube detonated when I was
trying to fill it up to normal pressure; it split down about
one-quarter of its total length, and scared the bejeezus out of me. I
went and ordered two fat tubes after that.
