so, if i have some thing neon colored i need a blacklight for it to loot cool right?
is there any way i can get something to look like all lit up or like a neon thing with a blacklight without a blacklight?
As far as I know, to get the cool effect, yes you need some form of blacklight. A blacklight is a UV light. You can get specifically UV reactive paints if you look around.
As for your blacklight: What sort of area are you looking to light? You can get bulbs and a variety of tubes. I’m not sure how much the bulbs cost, or the large tubes, but if memory serves you can get some cool small Cold Cathode UV tubes, and not too expensively either. You can stick them in PC cases and stuff. If you don’t wanna light up much, then that might be the way to go. An inverter and tube over here runs at about $50NZD, I have no idea what they go for over your way.

Struggling to understand what you want exactly:
Neon lights light up by themselves without any need for a black (UV) light. They do of course need a power source.
Certain “glow in the dark” pigments can “store” light and give the glow back off in darkness once the light source has been removed. They fade with time and are usually not super bright.
UV reactive objects, say juggling clubs, require a UV tube to cast light on them to enable them to glow in the dark. If juggling you may well require quite a fair bit of black light to look effective. Distance from the light source is critical ( inverse square law operates)
What exactly are you planning to do?
To be precise, you’ll want to look for items with “fluorescent” colors or glow-in-the-dark materials. Neon colors don’t glow as brightly as fluorescents in UV light. Also, make sure you’re not staring into the UV tube too much… YOU’LL BURN YOUR EYE OUT!
