when i click the “create a new photo album” button it comes up with a page that only has a button that says “dismiss”.
is this a problem or do i have to do something to be able to create a gallery?

I believe you are having the problem experienced by many of the new account holders. The gallery will not let these users sign in. Gilby will be updating the entire system soon, and you should be able to make a gallery after he does so.
If you are impatient another option is webshots community for pictures and eengoedidee for videos. The latter requires an email only. I’m not sure about the former, I have never created an account there. You could just upload your files to one of those sites in order to show them off now, and move them to the gallery when Gilby gets around to fixing it.
