A couple weeks ago my 20" Nimbus began making strange noises, as if there were things inside the rim making noise like a maracha. So I took the tire, tube, and rim strip off, and used the pedals in my hand to shake all the stuff out of it. It no longer makes this noise. But then my Nimbus 26" began doing the exact same thing. Today I took the tire tube and rimstrip off to do the same thing. And saw that it isn’t sand or dirt getting into the rim and making noise, the rim itself is flaking metal. The marks around the holes look like damage to the anodising from rough assembly to me.
The little ring, possible part of one of the spoke hole reinforcing rivets? Or if it’s aluminium maybe a bit of swarf left from assembly that was previously more trapped and not moving around.
I’ve previously replaced a 29" Dominator II rim when the rivets came loose over time due to the wheel not being spoked tight enough/kept tight and true, when being used by a heavier rider.
I also think the ring could be from the spokes
It looks like there was machining issues that created that oblong hole. I suspect the same drill bit damaged the finish on the other hole. It was probably bent and wobbling would be my best guess. The inner tube or rim strip darn sure didn’t do and the factory probably should have rejected it. IMO. That washer looking piece is probably just another machined remnant. Very sloppy work and if it were me, I’d be sending a nasty letter with the images to the manufacture asking for a new rim.

Yeah, the 20” rim has the same problem. The holes are chipped
Burrs from drilling, in my opinion. Even the „washer“. I get such washers when turning every now and then [where‘s that wasn‘t me smiley, when you need it?].
Shouldn‘t be too big a deal for you to remove that stuff, right?
