Yes, the bar does look a bit too high. But it’s actually not. Considering the placement of the saddle, it looks a bit low even. It’s also largely the angle
And it is painted! I did a first coat of silver paint, and it’s drying now. I will later paint it matte black with some spots not getting painted, staying silver

I am going to repaint it on Tuesday, due to the humidity in the air. But nevertheless I went on a ride, and it rides amazing.
While welding the original frame heated up a bit and the bearings are now closer. But with a little force I can make it onto the hub.
The added weight on the front, making it considerably unbalanced in the tire’s direction, made the uni feel mush smoother and faster.
It is slightly lopsided, but not noticable. I love the handle, though it is a little low. I’m ordering handlebar tape soon and as stated above will paint it black.
Very happy with how it turned out.

You could find a pair of MTB bar-ends at a garage sale or on Craigslist and that would allow you a higher grabbing point 
I could, and might do that eventually but for now its good

Heat from welding can warp bearing housings pretty easily, so keep your passes short and let it cool between them. Sounds like a fun project though—definitely more interesting than buying brackets.
Yeah, the bearing housings were warped a little bit, but it is still fairly easy to put them on the hub
