Here’s a free parametric 3D CAD program from the people who have
Pro Engineer.

This isn’t the program that I use (SolidWorks) but its free. I heard it
being recommended to someone else. YMMV

Thanks MUCH! I left my machine to run the download last night- it was like Christmas morning seeing the “download complete” message when I woke. Now to start in on rendering some wheel designs…
