On a soldier’s uniform, they have the american flag on the right shoulder, with the stars on the right. This is because the stars on a flag are always on the side attached to the pole. So if the soldier’s are ‘rushing into battle,’ then the flag will be waving behind them, with the stripes going to the left. If the stars were on the left, this would mean the soldier’s were running backwards, AKA retreating. And since retreating isn’t, I dunno, ‘the American way,’ or something, they don’t do it like that.
This means that the boyscout in the picture isn’t actually happy to recieve the award he’s being given. That look on his face is of utter fear, and he’s running away from the trophy, which must be a bomb, or something.
Yeah, I noticed that too. I was in Scouting once. Made Eagle in 1998.

Cub Scouts
I got thrown out of the Cub Scouts when I was 9 for saying “Fucff Ya Big Bas*d” to “Arkaila” (or whatever he was called)
Then when I got to high school he was my physics teacher and what a hard time he gave me!
Until I got kicked out of his physics class…

They do the same thing on airplane tails. Flag is always backward on the right side of the plane.
Or that the photos is flopped, which is my #1 guess. Obviously the boy appears to have Downs Syndrome, which might give him an excuse if he sewed on his own patches. Whoever was supervising him should get ribbed though. So what was the point of the original post? Kids with Downs Syndrome are not worthy of being scouts or something?

The flag does have the correct orientation. It is like that on scout uniforms. If the picture were reversed, then the leader’s patches would be on the wrong arm. Flag on the right–district, and troop/pack position patches on the left.
Another problem with this picture is that they are using the Cub Scout handshake, which is done with the right hand. The Boy Scout handshake is done with the left. My guess is that the kid is just wearing the wrong hat. If I could see his epaulets (shoulder loops) that would help out a lot.

He doesn’t appear to be wearing any, but the kid behind him is in red.
My guess would be that they are at some sort of district or council event (probably district, if kids are getting awards). The man in the cub scout stuff is an active scouter, active on some sort of district committee, and the boy (who is a boy scout) did something like sell the most popcorn in the district.
But maybe I’m over analyzing this.
I don’t think so. A lot of times different troops and packs do cooperative stuff and whatnot. My troop was like that.

A few years later I went to Indiana and there was a Boy Scout level pinwood derby.
