windows shortcut - open cmd promt

How can I create a shortcut to open the command prompt with the current
working directory set to, say, c:\winnt\profiles\mking\desktop???

is there a way that I can set all command prompts to open at the
same folder?

make a shortcut to the command.com, it in the winnt\system32 in 2000 then
go to properties, click the program tag and change the working to
c:\winnt\profiles\mking\desktop
