it takes a 25.4 post, so the clamp would probably be about 26.8?

Well you are close. 28.6mm is the inside diameter of the seatpost clamp.

the unicycle.com catalog page on seatpost clamps is confusing. sometimes they list only the size of the seatpost and some times they list the outside diameter of the frame.
