I think he means tandem people, not wheels. but are you planning a stacked (one
above the other) tandem or a front to back (like a bike) tandem? I have seen
both, and neither one is very easy to ride.

to ride one Ken had at NUC a few years ago), for a regular tandem, put the two
riders as close together as possible. The farther things are laterally from
the center of mass of the cycle, the harder it will be to control and
especially steer.
For a stacked tandem, basically get the bottom rider to be very passive, and let
the top rider make the control moved to keep the balance. Steve McPeak rode one
of these on a high wire in the 70’s.

This is not a bicycle, but a two person unicycle. Only one wheel! Ken Fuchs has
one where the riders sit one in front of the other with the wheel between them.
It is very difficult to ride, but several of us learned to ride it in a big
circle around a gym. Turning is awkward. A tandem where one rider sits over the
other would be interesting and probably easier to ride but more dangerous.
