It deffinatly could be done. I havnt done it
personally, but for my plastic miyata i ended up doing
major work with the dremel tool to get it to fit
perfectly without washers or a metal re-enforcing
plate.

im sure that with a dremel tool, you could put it on.
you might want to do that whole “fiberglass thing”
that i did though, to make sure its solid. works
awesome.

I’m sure you could get enough people to donate a Miyata to you. Many people have extra plastic seat bases, old Miyata covers, Miyata guts, etc from doing seat modifications. The only problem would be getting a set of handles. Which you could get away with a Reeder on the front and maybe something custom on the back.
