I was watching TV news at a sandwhich shop, reading the news through closed captioning, the volume was muted, and the broadcaster started with this sentence:

“President Bush said today that he will not negotiate with…” -the closed captioning locked up- and the president looked serious, consternation.

I filled in the blank “terrorists!”, from behind the sandwhich counter a person yells “Syria, no… Iran!”, and another person, “North Korea!”, “Islamic radicals?”, “the UN”, -the closed captioning catches up with the broadcast- “Democrats”, “President Bush said today that he will not negotiate with Democrats on a bill…”— “Oohhhh, it was congress. He won’t negotiate with congress…”

So here’s the thread, everytime President Bush, or his proxy, says he will not negotiate with: Senate Republicans, the Department of Justice, the NY Fire Department, alien invaders, etc., post it here or predict the next negotiation that’s not going to happen.

Maybe Mr. Bush is a little unsure about the meaning of the word “negotiate”, and feels it’s safer to never do something you don’t understand.
Sort of like the old joke about the young lady who was asked “Do you like Kipling?”, to which she replied “I don’t know; I’ve never kippled”.
