Have to agree on the “sounds like”, and whoever made it went to school on the Woodstock recording of The Star Spangled Banner. And whoever made it had some serious-ass tube setup and a fair bit of control. But I have to wonder how Hendrix would have come to learn the Welsh National Anthem. Was he a sight reader? This sounds like it was recorded by someone familiar with the tune.
Or perhaps Jimi was in the midst of a secret project: “National Anthems of The World, Distorted Almost Past Recognition”.
When I was in Wales a black man was on TV speaking Welsh. He was some sort of politician. Not something you see in the states.
It wouldn’t surprise me if he could sight-read.
I’ve always loved that anthem and would like to believe that it’s the kind of tune that would’ve ‘caught his ear’.

I just dont feel anything of Jimi in this.
It’s pretty good, but I really don’t think it’s Jimi Hendrix.
It’s got some of his techniques(overexagurated sometimes), but doesn’t have his feel. I really don’t think that Jimi Hendrix recorded it.
I’ve got absolutely no objective evidence to back my opinion, so there you go. I just believe that it’s a hoax.
