A web forum for discussion of a proposal concerning IUF Representatives has
been created.

As there are no existing IUF rules concerning reps, I have created a
proposal from the last thing that came from the previous committee under
Andy which I would like to use as a starting point for the committee
discussions. The structure of the web forum imposes some time limits on
discussions so I will wait a week for people to join the committee before I
put it up for review.
