it is cheap but looks nive to me, does anybody have it or know if it is good?
my friend has the 24" version. They’re really nice looking, and you can’t scratch the paint if you just ride it on concrete or flat pavement.
If you’re just learning, i’d go for something bigger.

Yup. It’s a good ultimate wheel. I have the 24" version. Larger wheels are easier to ride. The 24" and 28" would be a better choice unless you have a specific reason for wanting the 20".
The big thing with ultimate wheels is to make sure the pedals stay tight. UW pedals have a tendency to work loose and a loose pedal will ruin the threads which will ruin the UW.
