Probably not. Usually, home internet connections switch from IP address now and then. But it is possible to match an address range to a location area. Not an individual address to say, a home router.
Use ip2location.com to find in which area an IP address is located.
Gilby has logs and knows the IP address of people who log in and can match a user to an IP address.
