what do you mean add people ? 
Are you asking about some kind of buddy list or invitation for your friends?
If the former, it is located in the User CP (a small link in the upper left corner of the page when you are logged in).
If the latter, there is none. Uniist.com forums is old school, an original usenet message board representative from what is now considered the Past. This ain’t no MySpace.
