Click on Quick Links > Edit Avatar. The instructions are there.

pm dark poisen on here. ive been talkin to him for a while hes nice he’ll help u. he can even resize it if u ask nicely.
“Quick Links”, not “Links”… the second blue bar from the top, just below where it says “Welcome, <person>”. It brings up a menu with an “Edit Avatar” option; that’s the one you want.
Although the Links link does appear to be somewhat broken…
