I bought the Park Tools taps. They weren’t very expensive, and they don’t come across as cheap.
You aren’t going to save much money buying individual taps elsewhere.
If you want to avoid buying the taps, why not drill out the holes yourself, take the UW to your local b*ke shop, and have them tap it for you?
if you’re in the US go to a bike shop and ask if they use this distributor of bike tools and order them through the shop… if not in the US, your LBS uses someone that supplies all brands of tools -not just Park!

I recently bought a pair of Park pedal taps. They look like they are pretty good quality but I find it interesting that on the back of the package it states that they are “not recommended for cutting new threads in unthreaded holes.”
I am planning on adding some extra holes to cranks and you just reminded me that I have some old 27" rims that I was thinking of making UWs out of.
I looked up a similar tap at McMaster-Carr:
Search for “2584A907” using the find command. The right-hand tap is number 2595A281.
I am not sure it is precisely the correct size. The left handed tap is shown, and the right handed tap is about half the price. It is a high-quality tap. By comparison, the Parks set looks like a good deal, even if it is just high-carbon steel:

I know that Eldi tools, from Germany, are hard to get in the U.S., but I remember when they were more available the prices were in line with Park, and the qualitly was better. If you are looking for taps in the UK you may have better luck finding Eldi. VAR tools, from France, are generally more expensive, but also much better quality. I would expect them to be easier to get for you as well.
If you were in the states I would recommend using half inch pedals, and you could make mounts with a couple of dollars worth of nuts and washers from the hardware store. Apparently the nuts that are readily available here are not so easy to come by over seas.
