Not according to Mythbusters. The stream breaks apart before reaching the ground so there is no continuous stream of pee for the electricity to flow through. That myth was busted.
They revisited that one with an electric fence instead of an electrified third rail. The fence is closer to the person peeing and the stream is less likely to break up before making contact with the electrified object. A person peeing on an electric fence can get a shock if they stand close enough to the fence and pee at the fence and not down low by their feet. You have to be close enough that the stream doesn’t break apart. This one was confirmed by Adam.

i once used a urinal and for some reason i was charged with static electricity. my ‘wee wee’ stream hit the metal and i was earthed. needless to say, it came as a shock. I always touch the taps before using a urinal now. But i dont think all of them are earther, otherwise it would be happening to everyone
