This illusion is called the eclipse of Mars and it makes you see a “new” colour that you will never see on a computer screen or tv. Its called True Cyan.
To do this you have to stare at the dot in the middle of the red circle for about two minutes (with your head relatively close to the screen). You will start to see the edges of the circle glow a brilliant cyan colour but just stay foccused on the center of the circle for a while longer. When you think you’ve looked at it for enough, slowly move your head away from the computer screen to see the “new” cyan that you won’t get to see very often. This illusion has been rated as one of the most popular illusions. (and yes i wrote this myself, not copied it from some website)
Edit: as you can see from the colour spectrum on the right, the cyan you just saw is not in the colours that your monitor can display.

Well the colour that it shows sure looks like a colour on the spectrum… I am shade blind so could that affect it?

It’s unlikely that you can. Monitors use the RGB colour scale in which it is hard to reproduce an actual cyan colour owing to its unusual red content. It’s basically a good illustration of why CMYK is a more accurate scale than RGB.
