to check your rep, you go to User CP near the top right of the screen.
to give rep, you click on that blue scale thingy underneath someone’s name…its in the middle of the three bottom icons.

I just copied them off another site, ignore the grammer. 
There are controls to change someone’s usergroup based on reoutaion, so that is possible, but I’m not one to limit ones free speech. I may however, make it where people can choose their own threshold for people’s posts and only see posts that are a certain ranking.
