Some people have difficulty with ad-lib public speaking for many reasons that have nothing to do with lack of intelligence or dementia. Being able to speak well in public does not make you more intelligent just like stumbling over words and sentences makes you less intelligent.
You can have two people of equal intelligence and an equal knowledge of the subject. One may do an absolutely amazing job of public speaking while the other just bombs. There are many possible reasons for that. It could be that one person has a social anxiety disorder for one reason or another. Social anxiety disorder can cause a self defeating cascade where if you mess up once while speaking you get more anxious and that leads to even more mess ups. In a situation where you are well rehearsed you may do well, but as soon as you start ad-libing you mess up.
There’s other possible psychological and cognitive explanations too. Possibly mixed with social anxiety. That all sounds more plausible than dementia. I don’t see how an objective doctor could jump to the conclusion that the symptoms are an onset of dementia. Too many other possible causes or reasons.

I agree, and I’m kinda thinking that the person who made this video just took it as another opportunity to Bash Bush. There are lots of much more likely possibilities, but to the flaming liberal democrats, dementia would probably be the most fun one (:
