its usually easier to get a blasting permit than a firearms license or they could have used granular nitrogen fertilizer, soaked it in diesel, wraped them in paper, used a water-proof fuse and sealed it all with some paraffin wax. (dont tell the terrorists)
but yah it is stupid and dangerous, not to mention how many fish they killed
