What’s the best V-Brake set up to use on a standard Coker frame? I’d rather drill a hole in the frame and use a brake booster/mount than use hose clamps.

I used a V-brake mount for my Magura Coker brake, as detailed here, with links to pictures, and I did the drill a hole in the frame thing that you mentioned.
I had an Odyssey 1999 on mine before the upgrade process began. Not a v-brake, though.
Back in 2002, I tried an Odessey A-Brake using a V-Brake mount that attaches with two hoseclamps. This worked ok but Magura HS33 is really the way to go. A couple of photos of my old setup are here: http://nhoover.smugmug.com/gallery/671341/3/28990323

My bad. The 1999 was on a 29er, seen here. On the stock Coker I had a Magura HS33 using the quick-release configuration that attaches to posts brazed on to the frame.
My mind is very preoccupied these days; my apologies once again.
