I would recommend that you role the wheel with you riding it to find the
circumference as the measurement is greatly affected by the tyre ware, pressure
and riders weight.

I inflated the tire to my desired pressure, then rode 6 revolutions 3 times,
measuring the distances. The net result for me at 165lb (75kg) was
2776mm. Note that this is 34.8", not 36. I measured the diameter at around
35.4" with no rider, so this seems about right. —Nathan
