In addition to what Ken said (which is very good advice as Ken is a
climbing specialist):

  • Pull up on the seat to increase force on the pedals, but not more
    than necessary. Only when you are lifted from the seat.
  • Try applying force to the pedals in a circular motion, not just
    downward.
  • Actively lift your back leg rather than letting it be carried up by
    the force exerted on the front pedal

Yes, this is important, otherwise the wheel will roll out from under
you to the front. You have to lean more than you might think, see

You don’t necessarily have to KEEP moving. For very steep hills you
can do half-revolutions at a time, and in between briefly pause in a
stillstand. That way, you have tiny ‘rest’ periods all the time (using
the word ‘rest’ in a loose kind of way).
