Can anyone tell me how to correctly install the crank arms? Are the centre bolts supposed to be pretty tight before the pinch bolts are tightened? Also, should the aluminum covers that protect the bearings, be clear of the caps so as to spin freely.

You want to anti-seize the hub, cranks, spacers and bearings before you tighten everything up.
Tighten the crank/hub bolts first very snug.
Using a long handled 8mm Allen key will help you get the proper leverage to get them tight.
Then snug up the crank pinch bolt. Don’t over tighten them.
