Nice to see articles like that getting written about in the paper. We need more of that to help raise awareness, both with cyclists and non-cyclists (drivers).
If there’s room for it, you can do a lot by separating bikes and cars e.g. by putting something solid and visible at the edge of the bike lane. Moving the stop-line a little further back for cars make the cyclists more visible when they’ve stopped at the red light. Putting up a red light for cyclists when it is green in the right-turn lane would be good, but it obviously only works if there is a right-turn lane.
The two first options are cheap and easily made. When you’re adding bike lanes you might as well make the small extra effort to make them safe.
