reference your hub question. Don't weld unless you plan to re-temper the hub
later. No matter how strong or durable an axle or flange is intially, welding it
is going to degrade it.

Non-welded flanges sping unmercifully on an axle so you've got two
choices....weld and re-anneal or one piece it.
