There are two kinds of people. The ones who are confused about tire sizes at first. And the ones who don't care about tire sizes.
700c is the rim size that fits 28" and 29" tires
Ideally a 28" tire is 28" in diameter, but since tires come in so many sizes this is just an approximation.
Tires that fit a 700c rim are usually about 28" in diameter so sometimes a tire (e.g. Big Apple) which fits a 700c rim is called a 28" tire even though it is actually bigger than some 29" tires (e.g. Nanoraptor)
